I checked every store in my city, they all had either chairs with 800% profit margins, or chairs that I don’t fit in.

Regarding the second point, I completely realize that being rude won’t help. That isn’t what I am trying to do. I want something that I can cite that will force them to replace or repair the chair, just like if you don’t pay rent the land lord can garnish wages, ding credit scores, blacklist, and do other things to force you to pay. Ideally, what I am asking about would be something like I can walk in and say “I bought a chair, here’s the receipt, it has planned obsolescence. It’s in the car if you want evidence. By <thing that I am asking about> you are legally required to replace or repair it.” Then, if they refuse, the police will come and just take a new chair because the thing that I am asking about requires them to replace it.
